MANILA, Philippines – Detained Brigadier General Danilo Lim has been granted temporary liberty after posting bail, a police spokesman said.

In a text message, Chief Superintendent Leonardo Espina said Lim was released from the Philippine National Police Custodial Center in Camp Crame past 5:30 p.m. after the Makati Regional Trial Court Branch 150 issued a release order.

Aside from this, Espina said Armed Forces Chief of Staff Delfin Bangit also ordered a release order on Lim putting the brigadier general under the custody of Brigadier General Reynaldo Ordonez.

My hope to continue serving my country in an official capacity rests on the desires of my countrymen. While I am grateful to the generous ones who, in the face of all odds have opted to place their faith in my candidacy, I must respect the majority who have made other choices.

In the course of this contest, I have found that my love for my country has deepened and so has my understanding of its problems. Thus, I will continue the struggle for genuine freedoms and true reform, though by necessity I must do it now as a civilian behind prison bars. My thanks go to all those who continue to believe in me and in the cause of what is true, just and right, to the media who gave me fair coverage and who continue to be in the forefront of the struggle for truth, to the volunteers whose patience and perseverance must have been sorely tried, and to my countrymen who followed the travails of this old soldier. It has been a good fight.

It is with my deepest respect for the will of the people that I concede the contest for a seat in the Senate. My good wishes and highest expectations go to the winners of these elections.

“You downloaded his campaign materials for printing and distribution; you wrote the lyrics for his campaign Jingle; you got your Yalie published author daughter and her singer/writer/composer boy friend come down from New York to sing the Jingle; you created two video versions for uploading in You Tube, Facebook, Twitter ; and Motion Box; you ordered customized fortune cookies predicting luck and fortune for his supporters; you have emailed friends, relatives and associates worldwide to vote and campaign for him; you continue to make telephone calls on his behalf; you know that in the survey he is not in the top 12; and yet, you DO NOT KNOW General Lim personally, and have not even met him. WHY?” A lawyer friend asked in echoing the wonderment of my barber.

I usually give two quick answers, “PARA SA BAYAN (For the Country) “ and “Just helping level the playing field”

PARA SA BAYAN

Under Section 3 of Article II of the Philippine Constitution, it provides, “Civilian authority is, at all times, supreme over the military. The Armed Forces of the Philippines is the protector of the people and the State.”

Section 1 of Article II defines what the Philippines as a State is, “The Philippines is a democratic and republican State. Sovereignty resides in the people and all government authority emanates from them.”

The civilian population are the ultimate sovereign rulers. By their sovereign power, they entrusted and hired the Armed Forces to protect them –their lives, liberty and property. In the exercise of the same power, they issue “special powers of attorney” to certain individuals to perform Executive, Legislative and Judicial functions at specified regular periods at their own “free will” through free, fair and democratic elections.

Like any other special power of attorney, the delegated powers could be changed or even totally withdrawn. All these delegated powers are enshrined in the Constitution. The Armed Forces is entrusted to guarantee the enforcement of that sovereign will and power. If the civilian rulers holding the special powers of attorney abuse or misuse them, a democratic judicial process is also provided for. But if such abuses could not be curbed under normal conditions and the sovereign will of the people are clearly subverted, the military may in their name, WITHDRAW its support.

General Danny Lim is a native of Solano, Nueva Vizcaya. He is a fellow Ilocano, NATARAKE (An Officer & a Gentleman); NALAING ken NASIRIB (Intelligent & Wise); NATURED (Brave) and much more.

He is one of those rare breed of scholar soldiers educated in the University of the Philippines, the Philippine Military Academy (PMA) and the United States West Point. Brilliant in Math and Sciences and a graduate in Engineering, the Philippines was lucky to have had a well-prepared idealistic officer the likes of, if not better than West Point alumni President Fidel Ramos, General Rafael Ileto, and General Douglas MacArthur. After graduating from West Point, his first assignment was in Mindanao where he was wounded in combat twice in Sulu. His division commander Brig. Gen. Emilio Luga, Jr. once described him as “the bravest lieutenant he has ever met.” Much respected in the military service for his idealism, integrity, expertise, bravery and incorruptibility, his involvement in anti-insurgency, anti-terrorism, and anti-secessionist operations are well-documented.

I did not and do not have to meet personally General Danny Lim to vote and campaign for him. So, should all the millions of Filipino voters who believe in freedom, democracy, justice, and gratitude to one who helped protect our liberties. Like me, just read what my friend columnist Julius Fortuna wrote, “He is probably the most credible military officer today.” Or how Ding Lichauco in a newspaper article described him, “one of the military figures today that so powerfully represents the face of integrity and valor expected of the Nation’s soldier. Danny Lim represents moral rectitude in the Armed Forces.”

General Lim understands the responsibility and the spirit by which the Armed Forces has been entrusted by the Constitution. He saw corruption, abuses and most importantly, witnessed the will and voice of the sovereign people trampled upon by an illegitimate civilian ruler with the help of fellow officers who lost sight of “duty, honor, and country.”
Soldiers whose votes have been tampered with asked General Lim to lead them and convince other officers to join with the Filipino people in withdrawing their support to an illegally installed President. Unfortunately, for more than 30 pieces of silver and lucrative positions, some corrupt officers decided to betray the very people they are sworn to defend and protect. General Lim “saw wrong and tried to right it.” The rest is history.

JUST TRYING TO LEVEL THE PLAYING FIELD

- General Lim is detained as a political prisoner
- He is unable to campaign and reach out to people to express his views and proposed programs
- He has limited funds and is prevented from effectively raising campaign financing
- He has limited exposure to Philippine media. In fact, the Ampatuans of the Maguindanao Massacre have more access to the media
- He has to rely on Social Networks, electronic media and campaign efforts by friends, relatives and supporters.

Here is a guy who defended our freedom. Yet, we seem to be helpless freeing him. I am doing my part in helping level the playing field. I did what I did with no strings attached and would gladly do it again. Making him Senator is not enough. He has to be freed.

I am also voting for NOYNOY AQUINO as President. I have several reasons for doing so and will discuss it in my next blog. One major reason is, I expect AQUINO TO FREE GENERAL LIM.

Lim and Querubin: sure spots in my senatorial list (part 1)

Two names that will surely be in my senatorial list when I go to the polls on Monday: Danny Lim (number 28) and Ariel Querubin (number 47).

While we were walking along Makati Avenue from the Makati City Hall towards Ayala Avenue morning of November 29, 2007, Brig. Gen. Danny Lim told us former Economic Planning Secretary Romy Neri was joining them. That was the height of the controversy over the anomalous $329 million NBN-ZTE contract.

Lim, at that time, was in detention in Camp Capinpin in Tanay Rizal in connection with the mutiny case filed against him and 26 other officers for allegedly having planned to withdraw support from Gloria Arroyo in February 2006 after she was exposed to have masterminded the rigging of results of the 2004 elections with then Comelec Commissioner Virgilio Garcillano.

He was at the Makati RTC as a witness in the coup d e’tat case of Magdalo officers led by Sen. Antonio Trillanes in connection of what happened in Oakwood on July 27, 2003.

Several hours after the walkout, as tear gas fumes unleashed by the Special Action Force of Philippine National Police were wafting through the functions rooms at the mezzanine of the Manila Peninsula, a disappointed Lim said on TV, “Dissent without action is consent.”

That has always been the principle that has guided Danny Lim: If you believe in something, come out and fight for it.

If Lim had only wanted power and wealth, he would just have toed the line of the government, closed his eyes and followed illegal orders of his commander-in-chief and chances are he would have been one of the three-star generals in command of the Philippine Armed Forces today instead of languishing in detention in Camp Crame.

As Lim wages his senatorial campaign (under the Liberal Party) from his detention cell, he still sees Gloria Arroyo as the “the single most destructive force in RP.”

“The evil she has infused into government has besmirched our institutions and we must go back to the original sin. She cheated in the 2004 elections. She lied. She covered it up and she paid others to lie for and on her behalf,” he said.

Lim expressed confidence that with the change of administration, he would be free to serve the people if he is successful in his senatorial bid.

Why should you vote for Danny Lim?

Let me reprint here the column of my colleague Col.(ret) Romeo Lim, about his distant relative, Danny. It was written in April 2006.

Excerpts from Romy Lim’s column: “In these times of endless shenanigans perpetuated by people who are supposed to serve our country and people, this man shines as a small candle in a sea of callousness and indifference.

“The roots of newly promoted Brig. Gen. Danilo Lim can be traced to Xiamen, China, formerly Amoy. His father married a girl from Bohol but Danny, as he is called by both friends and detractors, was born and raised in Solano, Nueva Vizcaya. He is the youngest of five brothers.

“He finished elementary and high school in Solano with flying colors. He was in his first year at UP when he took the entrance exams to the Philippine Military Academy. He topped the exams.

“While a plebe, he took the entrance exam to the US Military Academy at West Point, one of the world’s premier military academies. He topped the exams.

“After graduation, he returned to the country, took the Scout Ranger Course where he graduated not only No. 1 but also led his team in registering the only encounter of the class during their test mission. He opted to be assigned to Jolo after that. He commanded the forward Recon Unit of the 1st Infantry (Tabak) Division in Sulu where his name became a byword due to his combat exploits. He was wounded twice in combat.

“Then AFP chief Gen. Romeo Espino noticed this officer and promptly directed GHQ to transfer then Lt. Lim to his alma mater, PMA, for instructor duty. He stayed for a few years then packed his bags again for the US to take up the Advanced Infantry Course at the Infantry School in Fort Benning, Georgia. He not only topped the course but was also awarded the Distinguished Allied Student Award for that year.
When he returned, he joined the First Scout Ranger Regiment as chief of operations.

“In 1989, then Capt. Lim led the Makati siege that lasted seven days. The failed coup attempt resulted in his incarceration for almost three years. He was released during the Ramos administration after the signing of a comprehensive peace agreement between government and the military rebels. He was a member of the RAM-SFP-YOU peace panel in the negotiations.

“Moving on with his life, Lim took the Command and General Staff course which he again topped. He ran off with seven of the eight awards given by the school. Only the physical fitness award called the “Tarzan Award” slipped through his fingers and was given to a much younger officer.

“He later commanded the 42nd Infantry Battalion where he again made a name for himself for the various combat accomplishments of his unit. He also endeared himself to the Bicolanos in Camarines Sur where his battalion was based.

“He then became deputy commander of the First Scout Ranger Regiment and later regiment commander.

“BGen. Lim is married with a daughter still in high school. Despite all his achievements and accolades, this soft-spoken and modest officer does not have his own house yet – in direct contrast to his siblings who occupy senior positions in huge corporations (also in direct contrast to some AFP officers we know). He has consciously chosen to live a simple life dedicated to serving his country and people.

“I take my hat off to this officer and gentleman whose values and principles seem to be dying traits in this mess of an AFP. We need more people like him if we are to even hope to lift our country out the quagmire it is in.”

My sentiments lie with the Workers

Message for the Laborers:

It is no secret that my incarceration has largely been due to the fact that I have been completely against the rule of a singular privileged class. The military is supposed to be a level playing field where merit alone determines your position. But we all know that isn’t true.

My concern for the working class has always been lack of mobility and the increasing power of those in whose hands capital wealth rests. This imbalance worsens the societal imbalance and renders useless the Constitutional guarantees of social justice. Not only do workers fail to get decent wages, but also they continually lose their voices in addressing labor issues. This situation becomes far more grave when those in power are members of that singular privileged class, the same class that holds the wealth, dictates wages and determines the fate and social standing of millions of impoverished laborers.

I cannot stand by and let this situation continue. My sentiments lie with the workers. I am with you because, I have always been you.

In August 2009, detained Brigadier General Danilo “Danny” Lim officially announced his senatorial bid in the 2010 polls as guest candidate of the Liberal Party.

Who is Danny Lim?

On November 29, 2007, Lim, Senator Antonio Trillanes IV, and 25 other Magdalo officers walked out of their trial and marched through the streets of Makati City.

Together with Former Vice-President Teofisto Guingona, Jr. and some soldiers from the Armed Forces of the Philippines, they called for the ousting of President Gloria Macapagal-Arroyo, and seized the second floor of the Manila Peninsula Hotel.

The mutineers were arrested while several journalists who covered the event were detained.

Lim is currently detained under maximum security at Came Crame, facing rebellion charges, while the cases against Guingona and other civilians were dismissed.

Senatorial Bid

In a news report, Lim said that his decision “was brought about by my drive to pursue the reform advocacies I have fought for as a military officer for the past 35 years.”

Lim is a graduate of the United States Military Academy at West Point and a native of Nueva Vizcaya.

His supporters include government employees and members of Magdalo and RAM (Reform the Armed Forces Movement). Lim is a former member/spokesperson of the RAM/SFP/YOU Peace Panel who negotiated and signed a General Agreement for Peace with the Government of the Republic of the Philippines. Lim is also the incumbent national chairman of Magdalo.

Before the Manila Pen siege, Lim had also been involved in the December 1989 coup, dubbed as the bloodiest coup attempt against then President Corazon Aquino, and the failed February 2006 alleged power grab wherein he is also facing charges before a military tribunal.

Yet, incarceration and limited funds have not discouraged Lim and his supporters from entering the political ring, not even political harassment.

It can be recalled that Lim was supposed to attend a political forum at the University of the Philippines that also included AFP public affairs office chief Lt. Col. Romeo Brawner, former UP president Francisco Nemenzo, and UP Prof. Clarita Carlos as speakers. However, despite the Court’s permission, Lim was not able to leave his cell at the Custodial Center inside Camp Crame because the Philippine National Police (PNP) could not provide enough security, according to his spokesperson Belle Enriquez.

Another incident recalled by Enriquez is the time when Lim’s communication and advertising team was also reportedly prevented from meeting with him to finish an infomercial.

Who is indeed afraid of Danny Lim?

Lim is noted for his strong anti-Arroyo statements, which may be the reason why he is prevented from attending public forums such as the one organized by the UP Third World Studies Center.

In his prepared speech for the forum, which was instead delivered by Enriquez, Lim said, “This government must be made accountable for the transgressions it committed against the people.”

Citing that the AFP was used by the Arroyo administration during the 2004 national elections, Lim said that justice must be served to bring back the dignity and humanity of the people.

He stressed that the military must remain “insulated from politics—that is, partisan politics of politicians who knock on our barracks for armed support.”

“Hence, our immediate challenge, military or civilian is for us to promote and put into practice effective democratic governance, to deepen democracy and further the potentials of our political system, flawed it may be in so many ways, not to blind our people that there are no real alternatives but simply to reclaim basic things that were deprived from them,” he said.

In his Philippine Daily Inquirer column, Conrado de Quiros described Lim as one of the few people, and one of the even fewer generals, who act on principle. “…And this country has no lack of unprincipled people who do act—many of them having gotten to the highest rungs of the civilian and military totem pole by being and doing just that.”

UP President Francisco Nemenzo Jr. said, “A vote for Danny Lim would be a slap on the face of the traditional politicians and the crooked generals who are keeping him behind bars.”

As if these endorsements are not enough, various blog sites are openly supporting Lim’s candidacy and he is faring well in the surveys. Truly, we need gentlemen like him for us to achieve a just and progressive society that we deserve. A salute to everyone who thinks this way, and a salute to the likes of Gen. Lim who has remained faithful to the values of honor, integrity and loyalty, and living it every day.

MANILA, Philippines—Two former military officers seeking Senate seats while detained in high security military and police camps on mutiny charges managed to address a gathering of members of the brotherhood they belonged to on Friday night.

Ex-Army Brigadier General Danilo Lim and ex- Marine Colonel Ariel Querubin, in separate phone patches, addressed the Guardians Brotherhood Inc. National Founders Congress held at the Great Eastern Hotel in Quezon City.

Lim and Querubin were both founders of the Guardians Brotherhood and thanked the group for their support throughout the campaign.

Lim is detained at the Camp Crame custodial center with Senator Antonio Trillanes IV of the Magdalo group for the Manila Peninsula siege in November 2007, while Querubin is confined at the Intelligence Service of the Armed Forces of the Philippines (ISAFP) in Camp Aguinaldo.

Lim, who is running as a guest candidate of the Liberal Party and the Pwersa ng Masang Pilipino, first spoke to the Guardians by phone.

He vowed to continue the fight for good governance even as he is detained.

Lim also said that those with real offense against the nation remain scot-free but added that “they will be held accountable and responsible for their acts while in office.”

Querubin’s phone patch, his first public address since he joined the senatorial race, came nearly an hour later. The Armed Forces of the Philippines has denied his requests for furlough to enable him to campaign, his family has said.

Family members say Lim, Querubin being prevented from campaigning

Is the government preventing former military officers Danilo Lim and Ariel Querubin from campaigning for senator in the May 10 elections?

On Thursday, Lim’s wife and Querubin’s daughter decried on GMA Network’s Unang Hirit morning program the alleged unfair treatment by the police and military for the two senatorial aspirants.

“May takot yata sila sa aking asawa.. naniniwala sila na mananalo siya sa halalang ito, [at lalawak pa ang suporta niya] kapag nakapanayam ninyo siya dito sa Hiritan,” Aloy Lim said in an interview on Unang Hirit.

Lim, a former Army Scout Ranger chief who is running for senator this year under the Liberal Party, is detained at Camp Crame for his alleged role in the November 2007 siege of the Peninsula Manila hotel in Makati City by soldiers belonging to the Magdalo group. He also stands accused of mutiny before a military court in connection with the alleged February 2006 coup d’ etat.

Lim and Querubin were deemed resigned from service when they filed their certificates of candidacy for senator early this year. Querubin, who is also facing mutiny charges, is with the Nacionalista Party.

Where’s the MR?

GMANews.TV learned that on April 22, the Makati Regional Trial Court Branch (RTC) 150, through Judge Elmo Alameda, gave Lim permission to appear before Unang Hirit’s Hiritan 2010 segment, which gathers candidates for a live televised debate.

In a letter a day before Lim’s scheduled interview, however, Philippine National Police (PNP) Custodial Center’s Superintendent Cesar Magsino informed the program manager of a motion for reconsideration it has filed before the RTC.

“Considering that the April 22, 2010 Order of the court has not yet attain [sic] finality, please be advised that the scheduled interview of former General Danilo D. Lim on April 29, 2010 is held in abeyance,” Magsino’s signed letter read.

Lawyer Tiosfa Valencia of Makati RTC’s Branch 150, however, said they have not received such document.

“As of now, we have not received any motion for reconsideration from the PNP regarding Gen. Lim’s interview,” Valencia said.

Magsino cannot immediately be reached for comment.

Excited for the interview

“Handang handa na siya.. excited pa nga po. Kasadong-kasado na ang programang ito para sa kanya tapos bigla akong tinawagan [kahapon] na hindi na pwede… ewan ko kung ano ang naging dahilan,” Lim’s wife said. “[Ang bilin sa akin ni Gen. Lim ay] sabihin ko lang ang totoo, na iniipit lang siya dito at mukhang may takot nga yata.”

Lim’s legal counsel also slammed the PNP’s move as a form of harassment in violation of the Fair Elections Act, which provides candidates the freedom of access to media.

“It is very clear under the Fair Elections Act that bona fide candidates shall be free from any harassment or discrimination and shall be given free access to media. Most definitely, [this is] a harassment, and a violation of the court order. They must remember that they are deputized by the Comelec and the Comelec is now actively implementing Fair Elections Act,” lawyer Vicente Verdadero said.

“I don’t think they have the right to file a motion for reconsideration anymore because during the last hearing, there was a mutual agreement that Gen. Lim would be allowed to participate in this interview,” he added.

He also said that preparations for the security setup for Lim’s interview had already been started two days ago.

“It was only yesterday when they claimed na nagkaroon daw ng aberya dahil may utos daw sa kataas-taasan na hindi pwede si General ma-interview. Now this is a clear violation. Binabalewala ang kautusan ng hukuman. We will file the necessary action against these people,” Verdadero said.

No campaigning inside camps

For her part, Faye Querubin, the daughter of former decorated Marine officer, also lamented the alleged moves of the military to prevent his father from campaigning.

“Hindi talaga fair iyong nangyayari sa kanila. How they treat my dad and si Tito Danny (Lim) ay unfair… parang alam nila na mananalo [sila] so they try to stop [them from campaigning],” Faye said.

Program host Arnold Clavio read a letter from First Lt. Acting Commandant Mary Ann Bayangos saying that no form of electoral campaign will be allowed inside any military camp, citing the constitutional injunction stating that the Armed Forces should not participate in any partisan political activity.

Querubin is currently detained at the Intelligence Service of the Armed Forces of the Philippines (ISAFP) compound.

“Gagawa po kami ng aksyon para madisiplina na iyang mga taong ‘yan. Tama na ang kalokohang ginagawa nila sa mga kandidatong ito,” Verdadero said.

Gen. Lim: No regrets! Tuloy ang laban kung kailangan

Hindi pinalagpas kahapon ni detained Brig. Gen. Danilo Lim, senatorial candidate ng Liberal Party (LP), ang mga binitiwang maaanghang na salita laban sa kanya ni deputy presidential spokesman Gary Olivar, partikular ang pahayag ng huli na nagrebelde rin naman ang heneral noon at sumama sa kudeta laban kay yumaong Pangulong Corazon Aquino, ina ni LP presidential bet Sen. Benigno ‘Noynoy’ Aquino III.

“My politics and convictions are not personality-based. Senator Aquino knows this and I think he shares this pers­pective. This is also the reason why I am under his ticket,” paliwanag pa ni Lim.

Sa kabila ng pagkakaugnay nito sa mga nagdaang kudeta, sinabi ni Lim na hindi niya ito pinagsisihan at kung kinakailangan ay muli niya itong gagawin para sa bayan.

“I have no regrets for what I did. I paid the price and will necessarily continue to do so in order to extract justice and give our people the democracy they deserve,” dagdag pa nito.
Binuweltahan din ni Lim si Olivar sa pagtawag sa kanya na “inveterate coup plotter” o pusakal na rebelde.

“Olivar can call me whatever he wants to, a chronic mutineer or insurgent if he likes. But the truth is, rebellion and dissent have been in the agenda of our national politics for the longest time because the government and our leaders like the one he (Olivar) is devo­tedly serving are inveterate oppressors themselves,” buwelta pa ng detenidong heneral.

Nagsimula ang iringan ng dalawa matapos isangkot ni Lim sina dating Philippine Army chief Gen. Hermogenes Esperon Jr. at dating Armed Forces of the Philippines (AFP) chief of staff Gen. Generoso Senga sa February 2006 coup plot laban kay Pangulong Gloria Macapagal-Arroyo na nabigo dahil na rin umano sa ‘pagbalimbing’ ng da­lawa.
